Review by Underdogs:
A solid yet relatively unknown hydrofoil naval simulation from Activision, Ocean Ranger lets you command a warship in modern naval battles that resemble arcade games, but with considerable realistic factors.

There are four theatres of operation to choose from: Bering Sea, Persian Gulf, Central America, and Southeast Asia. For each theatre, you can adjust the difficulty level to suit your preference, read a detailed mission briefing, and select ordinance for your warship. Career mode is also available for long-term play, although it records little about your pilot alter ego except for medals earned and general statistics.

At its easiest level, the game is a fun arcade-style gunnery exercise that is reminiscent of Accolade's Gunboat. At the hardest level, it is a respectable simulation that is not Harpoon, but is a quick beer-and-pretzel game that even hard-core sim fans can enjoy. Recommended for anyone who likes LucasFilm Games' P.H.M. Pegasus and similar "light" naval sims, although P.H.M. Pegasus is a far more accurate hydrofoil simulation.
