It's Professor James Moriarty, the head of British Intelligence. The picture has been taken from the cover of issue number 5, another nice shot of him can be seen on the very last panel of issue 4 - see attachment

Nope, it's not the same 'M'. LOEG is set in the Victorian era, James Bond is from the 1950s (the first books) and takes place in the 'present' (of then).

Actually, I'm quite surprised you thought of this comparison instead of the easier one based on the full name
